First-run queries and mirror recovery currently bootstrap the private registry before they can report or change local state. This draft implements the reviewed home and network design in one mcpp feature PR.

The current checkpoint adds original/effective home resolution with a single-hop locator, remembered self init --home, guarded default replacement, distinct bare-force cleanup, Windows-only first-run directory selection, and local configuration operations. It preserves existing home selection when no locator exists. The design and dependency ledger are in .agents/docs/2026-10-19-first-run-home-and-network-design.md.

Closes #822

Validation at this checkpoint:

  • GCC 16.1 self-host release build.
  • 13 focused home unit tests.
  • Real-process home persistence, one-hop resolution, repair, explicit force data retention and offline mirror recovery.
  • Focused mirror configuration and offline doctor E2E tests.
  • Provider boundary, module wiring, file lengths and version-pin checks.

Remaining before review/merge: bounded network/resource diagnostics and provider timeout integration, native Windows interaction validation, bilingual documentation and specifications, release version/changelog, full CI on the final head, and comprehensive self-review. This draft is not ready to merge. Release and ecosystem validation follow the authorized squash merge only after those gates pass.

Baseline evidence is retained in the separate temporary probe PR #823; its results are not a claim that the new functionality passed CI.
