Add the ability to update a reference's target - both symbolic and direct references are supported.
The diffs in this PR are a little crazy because I ran the resharper code formatting on the files I changed. It is much easier to see what changed to implement this feature if you look at commit 37592c4.
I also based this off your changes to IsCurrentBranch @nulltoken, I hope that is ok. :)
