Drop-in replacement for Battlefield 2's python.

Several build errors of the original (parent fork) repository prevented me from building the dice_py.dll.

Roughly tested the resulting python 2.7.18 dice_py.dll with the dedicated server and it seems to be starting without problems.

My motivation for creating this dll all along was to test out the multi-threading capabilities of my bf2 python debugger.
