Relays the OpenAI Decisions API through the gateway with the generated CreateDecisionRequest/Decision models, exports them from the package and adds a decisions example alongside the images one.

On top of the regenerated types this PR adds the matching client method for the gateway's new
POST /v1/decisionsrelay (inference-gateway/inference-gateway#827, issue inference-gateway/inference-gateway#816):InferenceGatewayClient.create_decision(model, input, questions, provider=None, **kwargs) -> Decision– same shape as the image generation method: JSON in, JSON out, optionalproviderquery override, no streaming (the upstream API has none).
