Adding a GitHub workflow to trigger regenerating docs when a new tag is pushed. Once the docs have been generated, a new PR will be opened against the `gh-pages` branch. Resolves #348

Do we test the docs as part of the normal pr builds? If not could run this on pull requests and add an if to commit step. |

I REALLY dislike sphinx, but it's another case of being the 'worst tool except for all the others'. |
