LGTM, and we can approve/release after the weekend, except for one thing: AFAICT, this will include REST transport with numeric enums, since the config was checked into googleapis/googleapis in Feb 8. However, I'm not seeing a release since then; this PR does not mention REST transport; and for consistency with other GAPICs, the addition of REST transport should incur a minor version bump. @parthea thoughts?

Adding "do not merge" until we bump the minor version and amend this PR description saying that it enables REST.
