Updates us to the version of google-gax released with a dependency update for grpc-js 0.6.18. This is to help deal with several issues we've seen that may be fixed by 0.6.18.
This version of google-gax is a pretty big jump from the last one, but I didn't see anything that looked suspicious or problematic.
