chore: tune renovate limits and ignore non-python lockfiles - #18545

Scale back group:all to avoid monolithic update failures, remove schedule:weekly to enable prompt update detection, configure prConcurrentLimit and prHourlyLimit to prevent reviewer fatigue, and ignore non-python lockfiles.

This pull request updates the Renovate configuration in renovate.json by removing the weekly schedule and global grouping, adding limits for concurrent and hourly pull requests, and expanding the ignored paths to include Node.js package and lock files. This PR updates
renovate.jsonto modernize and stabilize Renovate bot execution across the monorepo - it is also an experiment to identify reasonable and appropriate settings.group:all: Prevents a single dependency or lockfile failure from blocking all dependency updates across the repository. We may choose to group specific types of updates at a later time to reduce the total number of PRs.prConcurrentLimit: 5andprHourlyLimit: 2: Prevents reviewer fatigue by capping the maximum number of concurrent open PRs and throttling PR creation rate.schedule:weekly: Allows Renovate to detect and open updates promptly rather than only running during weekly cron windows. We may set this back when we are done troubleshooting, but for now, we need to confirm that Renovate Bot is working andschedule:weeklymakes that more difficult because it only fires once per week Sunday night/Monday morning.package.json,package-lock.json,pnpm-lock.yaml, andyarn.lockto prevent npm dependency conflicts from stalling Python updates.Towards: #18287
