Code Review

This pull request introduces the new google-cloud-workloadidentity Python client library package (version 0.0.0). It bootstraps the package with GAPIC-generated client code for the Workload Identity v1 API, including synchronous and asynchronous clients, gRPC and REST transports, type definitions, and sample snippets. Additionally, it configures the build, testing, and release pipelines by adding a noxfile.py, setup.py, testing constraints, and release-please configuration. I have no feedback to provide as there are no review comments and the generated boilerplate is complete and standard.
