This pull request updates multiple packages to support PEP 0810 Explicit Lazy Imports by defining __lazy_modules__ in package initializers. It bumps the minimum dependency version of google-api-core to 2.25.0 across integration configurations, setup files, and constraints, and updates librarian.yaml to v0.30.0. Additionally, the conditional check for protobuf_runtime_version on DEFAULT_CLIENT_INFO is removed in client transports to set it unconditionally, and unit tests are updated to mock os.path.exists when verifying mTLS certificate configurations. There are no review comments, and I have no feedback to provide.
