This pull request performs version increments for several Google Cloud Python libraries and the GAPIC generator. Specifically, it updates version strings in configuration files like .librarian/state.yaml and librarian.yaml, as well as in package-specific metadata, setup, and version files for libraries including google-apps-chat, google-cloud-alloydb, google-cloud-bigtable, and sqlalchemy-spanner, among others. I have no feedback to provide as these changes are standard version bumps.
