This pull request removes the 'skip_generate' flag for Cloud Speech in 'librarian.yaml', updates the '.repo-metadata.json' by removing the 'requires_billing' field and adjusting indentation, and reorders imports in the Speech client's 'init.py'. I have no feedback to provide.
