This pull request updates the README.rst file to reflect the migration of several libraries—including CRC32C, Bigtable, Spanner, Storage, and BigQuery Dataframes—into the google-cloud-python monorepo. The changes update the repository URLs to point to their respective package subdirectories and consolidate the 'Client Library Issues' links to the central monorepo issue tracker. I have no feedback to provide.
