This pull request updates several Google Cloud Java client libraries. AlloyDB is updated with Private Service Connect (PSC) auto DNS and auto connection policy configurations. BigQuery Storage increases the maximum request size of AppendRowsRequest to 20 MB and introduces client-side telemetry stats. Bigtable adds support for microsecond precision timestamps. Chat introduces markup syntax options and new OAuth scopes. Devices and Services Health adds menstrual cycle tracking data types. As there are no review comments, I have no feedback to provide.
