Update .OwlBot-hermetic.yaml in java-gsuite-addons.

In librarian, the version of an API path is the base directory name for un-versioned API, see googleapis/librarian#5391.

In order for this change to work, we also need to update the dest configuration in .OwlBot-hermetic.yaml.

For googleapis/librarian#5385
