Removed a dot (`.`) from @EliahKagan's Gmail address that we suspect is preventing him from being able to properly authenticate on Monorail, thus blocking his access to undisclosed bugs he should be able to view for the GitPython project. Ref: gitpython-developers/GitPython#1947

See GitoxideLabs/gitoxide#1980 for confirmation that this is approved by @Byron (the primary contact). Although the `eliah.kagan@gmail.com` version of the email address is more readable and intuitive, this seems not work properly with oss-fuzz (even though other users' dotted email addresses do work). Thus `eliahkagan@gmail.com` is used, as in google#12281. Fixes google#13282
