Psycopg 3 has been modeled since python/ql/lib/semmle/python/frameworks/Psycopg.qll (imported in Frameworks.qll) but was never added to the supported frameworks table — only psycopg2 is listed. Signed-off-by: jtabsbm <317336566@users.noreply.github.com>

What does this PR do?
Adds
psycopg(v3) to the Python supported-frameworks table. Psycopg 3 already has models in this repo (python/ql/lib/semmle/python/frameworks/Psycopg.qll, imported byFrameworks.qll) but was missing from the docs table — onlypsycopg2was listed.Companion docs follow-up to #22352 (duckdb models).
