End the Namespace runner trial. All GitHub Actions jobs run on GitHub-hosted runners again, and node_modules and the Playwright browsers are kept in the GitHub cache again, with the dependency cache key from scripts/dependency-hash-key.js. This reverts #25547 and ends the Namespace trial. All GitHub Actions jobs run on GitHub-hosted runners again, and
node_modulesand the Playwright browsers go back to the GitHub cache.Merge it 2 to 3 weeks after #25547. Before the merge, rebase it on
developand move each job that got anamespace-profile-*label after #25547 back to a GitHub runner.
