Restores the TanStack Start Cloudflare and Orchestrion E2E builds on v10, including the failures in #25428, after TanStack Start 1.169 began requiring Vite 8. Reuses the Cloudflare tooling updates from #25307 and adapts the same approach to v10's separate Orchestrion tests, keeping the existing TanStack version ranges. Orchestrion also explicitly selects `nitro@latest` because `latest || *` resolves to deprecated Nitro 3.0.0. --------- Co-authored-by: GPT-6 <codex@openai.com>

Differences to the original PR
packages/tanstackstart-react/src/vite/sourceMaps.ts: v10's sourcemaps options type doesn't exposerewriteSources, so the existing cast is kept around the new?? rewriteTanstackStartSourcedefault.This branch was prepared by the v10 backport automation, which was blocked at PR creation; it's opened manually now.
