APPROVE.
cargo update -p quinn -p quinn-proto patch-bump in Cargo.lock. The incidental movement in the bindgen tree (itertools 0.13 -> 0.10, windows-sys 0.59 -> 0.48) is just transitive re-resolution from the same cargo update run, not a regression. Patch-level QUIC bumps; CI will catch anything surprising.
