APPROVE. Trivial dep bumps: pyJWT 2.10.1 -> 2.13.0 (Python), pyarrow 17.0.0 -> 23.0.1 (iceberg test reqs only). Both versions confirmed on PyPI; pyarrow 23 requires >=3.10, which is fine given the iceberg test harness already targets >= 3.10. CI green.
