This PR adds a new workflow to build a Spark image with additional jars for tfrecord format support. For the time being, i chose to use a different image name, and use the Spark version as the image tag, though we probably should discuss furtherr on what convention to adopt, and whether existing Spark image on gcr should be overwritten.
