Catch ImportError in `feast dbt import` and `feast dbt list` so missing dbt parser dependency returns a clean CLI error. What this PR does
This PR improves error handling in the dbt CLI import flow when the
dbt-artifacts-parserdependency is not installed.Previously, users could encounter an unclear import-related failure. This change catches the missing dependency condition and provides a clearer error path for users.
