What this PR does / why we need it:

Fixes bug as described in #642 . If no metrics output is configured, WriteFailureMetricsTransform is a transform with no nodes, which is probably why it throws the error. Added a noop DoFn. Tested this fix locally (with dataflow) and it works.

This seems to have fixed the issue. Dataflow Jobs are created normally with this fix.
Should we wait for End to End Dataflow tests (#595) or should we just merge this as is?
