service/progress: stop truncating task error messages - #7177

Long swarm task errors were cut off at 75 characters, which often hid the actionable part of the failure (e.g. the full bind mount path). Still collapse newlines so the progress line stays single-line. Fixes docker#7176 Signed-off-by: Dean Chen <862469039@qq.com>

Swarm task errors in service scale/update progress were capped at 75 characters, so long failures (like a full missing bind path) got ellipsized right where you needed the details.
Still collapse newlines so the progress line stays single-line, but don't cut the message short.
