fix(.github/workflows): build the vscode-coder dogfood image - #31717

#29400 changed the step's condition from '26.04' to '22.04' while
removing template provisioning, after #29255 had already dropped 22.04
from the matrix. The step has been skipped since, so
codercom/oss-dogfood-vscode-coder has not been rebuilt.
