Adds tools to spawn, message, and interrupt workspace-local ACP agents, with input schemas and configuration validation derived from the harnesses in the chat's pinned context.
Adds transcript reduction and separate user-visible and model-visible tool results so reasoning and nested tool activity can be shown to users while the model receives the agent's response. Tool registration and streaming waits follow in #30560.
