Replace all remaining 'AI Governance Add-On' references with language consistent with AI Governance being included with a Premium license. - standalone.md: admonition and requirements list updated - airgap.md: table row link text updated - glossary.md: four feature entries and the AI Governance heading updated - ai-governance.md: remove 'Identifying AI seat consumers' section References to Agent Workspace Builds will be eliminated in a separate PR that removes Coder Tasks from the docs.
