Extracts the duplicated agent setup notice selection logic from the chat and create pages into a shared
AgentSetupNoticeBannercomponent.Both pages now pass the same admin, provider count, and model count inputs to the component, so future changes to the admin/member setup notice conditions only need to happen in one place.
