Reverts #9155
Talking with Baker, the cost-benefit of this PR seems negative at this point in time (as a levelbuilder outage now would be terrible, with the curriculum team scrambling to meet the upcoming deadline next week). Thus, based on his guidance, I'm reverting this PR, with plans to submit it (as-is) next week.
It doesn't seem worth the trouble to split apart the bug fix portion of this PR (which could be submitted now) from the removal of admin privileges.
