Also update levelbuilder comments to make explicit the formerly-hidden functionality that leaving the
start_ortoolbox_blocksblank in a level template allows the "children" levels to define their own blocks.Because you can now use the block editors for channel-backed levels, that functionality is also explicitly supported from the levelbuilder's end. Meaning that levelbuilders can now easily create and edit levels that share templates, regardless of how much they do or do not share
