Reverts #73375
Per the comment here from @levadadenys I'm reverting the revert so that the initial change can go in as is. There will be an eyes mismatch which we will temporarily accept until we handle RTL holistically for all usages of SegmentedButtons. The desired behavior in RTL is described in this thread.
