This adds a video recording element with a variable-length auto timer and countdown, and a dummy video challenge to the challenge box in Tutor+ for extension activities.
This is the first piece of a WIP so it does not:
Audio/video recording is only available on https or localhost, so to test locally you have to use localhost: instead of the http proxy address
