This follows up #73297 by updating backend
with_ai_tutor_availablelogic to also check for AI Tutor prompt settings. This scope is used when determining whether AI Chat access is automatically enabled or not for a teacher section assigned to a particular course (does it contain levels which includes AI Tutor prompt settings?).Thanks @cnbrenci for the heads up on this! #73297 (comment)
