In preparation for the initial launch of TA in the sidebar we're disabling the "Home" and "Learn" items in the bottom nav that point to screens that won't be ready for launch.
The drawer will open directly to a blank chat.
Also in this PR is a bug fix to make the "New Chat" button at the bottom of the chat list actually show a new chat.
