Description

Raise all operational gh-aw references below the required floor to v0.85.4. This updates the actions lock, the standalone Copilot setup workflow, the generated maintenance workflow, and both compiled agentic workflow lock files.

How did you test this change?

Regenerated both agentic workflows with gh-aw and inspected the resulting compiler, runtime, CLI installation, and action references to confirm they use v0.85.4 or newer. Also checked the standalone Copilot setup workflow installs gh-aw v0.85.4.

Key points

The generated files intentionally include the broader output changes produced by compiling with v0.85.4. Historical prose references to older releases are unchanged because they are not executable version pins.

Notes for reviewers

Start with .github/aw/actions-lock.json and .github/workflows/copilot-setup-steps.yml; the remaining files are regenerated workflow output.
