Documents what #2256 asked: changedFilePatterns are matched against paths relative to each package's directory, not the repository root.

Added one paragraph under the existing example in both site/guide/config.md (the page linked from the issue) and the legacy docs/config-file-options.md, describing the behavior of getChangedPackagesSinceRef in packages/git/src/index.ts:

  • patterns match paths relative to the package directory (src/** matches packages/foo/src/index.ts for foo)
  • a changed file outside every package directory marks nothing
  • with nested packages, a file counts for the innermost package (packages are sorted by directory depth before matching)

Docs only, no changeset.

Closes #2256
