fix: add 1.59 to playwrightVersions to restore fallback binary resolu…

…tion

The version rotation in v2.47.0 removed the implicit bridge where the
newest non-default version mapped to playwright-core. This left the
installed binaries fallback list empty for firefox/webkit in CI,
causing the "runs multiple versions of playwright" tests to fail.
