Dependency bump for the Block Protocol CLI: tar is pinned from 6.2.1 to 7.5.19 in libs/blockprotocol/package.json, with yarn.lock updated so this package resolves to tar v7 (new transitive deps such as @isaacs/fs-minipass, chownr@^3, minizlib@^3, yallist@^5) while other workspaces can still pull tar@6.2.1.

This is a major upgrade (Node ≥18, TS rewrite, default chmod behavior change, API/type tweaks). The only in-repo consumer is publish.js, which uses tar.c() to build the block publish tarball—behavior should stay the same, but v7 includes security hardening (path sanitization, decompression ratio limits, PAX parsing fixes) relevant to untrusted archives.
