The shared admission limits added in block#1917 responded to rejected EVENT frames with NOTICE. NIP-01 requires relays to answer every EVENT with an event-correlated OK, using accepted=false when the event is rejected. NOTICE does not provide the event correlation publishing clients need, causing them to wait until timeout instead of receiving the rejection. Return OK with the event ID and accepted=false for admission rejections and handler-capacity failures. Preserve CLOSED for rejected REQs, as required by NIP-01, and NOTICE for messages without a correlation ID. PR block#2074 established correlated CLOSED responses for rejected REQ messages and is the subscription-side precedent for this correction. Refs: block#1917, block#2074

The relay's admission control (block#1917) counts EVENT/REQ/COUNT frames per pubkey at 50 per 5s window. The client opened two REQs per member channel (~159 for a 72-channel identity), so cold start and reconnect blew the budget, got the connection rate limited, and replay re-triggered the limiter on every reconnect. - Batch live channel-event and mention subscriptions into multi-channel "#h" filters, 25 channels per REQ (2N REQs -> ~2*ceil(N/25)). - Resolve h-less reactions/deletions to their channel via the referenced event in loaded timeline caches, mirroring the relay's server-side channel resolution (replaces the per-channel withChannelTagFallback). - Allow reconnect history paging for multi-channel "#h" filters. - Raise REPLAY_INTER_BATCH_DELAY_MS 50ms -> 1000ms so replay stays at 8 REQs/sec, under the relay's 10/sec average budget. What changed
The relay now applies its shared Redis-backed admission limits to authenticated WebSocket
EVENT,REQ, andCOUNTmessages and to the NIP-98/events,/query, and/countendpoints. WebSocket traffic receives a rate-limit notice, HTTP traffic receives429, and both paths reject work when the shared limiter is unavailable.The limits distinguish ordinary request volume from event publication, retain the existing human-versus-agent message budgets, and emit rejection metrics by transport and reason.
Why
Buzz already defined tenant- and principal-scoped limits, but the general Redis limiter was never connected to relay admission. A member could therefore consume shared database and relay capacity without hitting those configured budgets.
Impact
Normal authenticated relay work is now bounded consistently across HTTP and WebSocket transports. Redis availability becomes part of this admission boundary: failure to evaluate a shared limit fails closed instead of silently bypassing it.
