The full-tree clang-format check fails on existing source formatting, including documentation-only PRs. Apply clang-format 15 to the affected sources, tests, and examples, preserving the cast table with formatting guards. The full-tree check and combined CPU validation pass in #3735. Merge this first; open code PRs may need to resolve formatting conflicts.
