Resolve relative strategy includes from the configuration directory, matching remap.config and remap.yaml include behavior. For missing legacy strategy includes prefixed with the configuration directory's install-prefix-relative path, retry after removing that prefix and warn that the spelling is deprecated. Absolute strategy include paths remain unchanged.
