The autests fetch the Proxy Verifier release tarball on every fresh
checkout and CI run, and the v3.2.0 tarball is about 46 MB, mostly
from the size of the Linux binaries.

This patch moves the autests to Proxy Verifier v3.2.1, updating the
pinned version and its SHA1 checksum. The v3.2.1 tarball is about
20 MB, so each fetch of it saves time and bandwidth.
