0.52.0#1423While working on release scripts in #1479 I want to automate the creation of CHANGELOG and to do that I will follow the DataFusion model
This PR moves the existing changelog content and prepares a space for the new CHANGELOG
I pulled it into its own PR to make it easier to review (it is very mechanical)
