PYTHON-868: The most important bit here is the first commit, which documents how to work around/shorten/avoid long Cython compilation times. I've also removed a lot of indentation from parts of the docs where it's unnecessary -- I thought this would be necessary to fix some docs issues, but it turns out that's unrelated. However, I think that removing them is an improvement nonetheless, as it removes a bunch of meaningless <blockquote> blocks.
