Added README.fa.md with full Persian translation of the README.

The following comment was made by an LLM, it may be inaccurate:

Potential Duplicate Found

PR #25794: "docs: add Persian (Farsi) README translation"
#25794

Why it's related: This is the exact PR mentioned in the current PR's description. PR #25794 added README.fa.md but did not update the language switcher. The current PR (#28451) appears to be completing that work by making the language selector consistent across all README variants.

You may want to:

  1. Check if PR docs: add Persian (Farsi) README translation #25794 is already merged or closed
  2. Verify if the current PR (docs: add Persian (Farsi) README translation #28451) is a follow-up completing the i18n work, or if they should be combined
