This pull request updates several dependencies and lockfiles across the repository. Specifically, it bumps the commit hashes for rules_angular, devinfra, and rules_browsers in MODULE.bazel, updates the corresponding lockfile (MODULE.bazel.lock) with new browser binaries and hashes, and upgrades ng-packagr to 22.1.0-next.2 in multiple package.json files.
