This pull request updates several external dependencies and toolchains. Specifically, it bumps the commit hashes for rules_angular, devinfra, and rules_browsers in MODULE.bazel, updates the corresponding lockfile MODULE.bazel.lock (including upgrading Chrome and ChromeDriver to version 151.0.7873.0), and updates the @angular/ng-dev dependency in package.json.
