docs: add router resources reference to developer skill - #71406

What is the current behavior?

data-resolvers.md only documents classic ResolveFn resolvers. Router resources (withRouterResources, a route's resources property, ResourceContext, nonBlocking) are not mentioned anywhere in the skill.
