Dragging a block onto a toggle did nothing: the drop cursor showed, but releasing didn't drop and the cursor stayed visible.

The drop cursor highlighted the target block by setting data-drop-target on its element directly. Since #3184, ProseMirror reads that attribute change back and redraws the block, and the browser then ends the drag without a drop event. The highlight is now a node decoration, and the drop-into target lives in the plugin's state.

Existing tests didn't catch it because they dispatch dragover and drop synchronously. The new test drags with the real mouse and hovers before releasing.
